A.) Yes, there is. There are different methods that have worked for different people. CBT, NLP, Hypnosis, therapy, counseling, prayer, church, spiritual, books, cd's, etc. It's what's in all these that are effective, there is a common golden thread, here it is... At some point, the person stopped performing rituals. If you stop performing rituals, you don't have OCD.
